This is completely brilliant. I had to read into what the plan actually was all about and I have to say it is pure genius. The gist is this - the U.S. matches up "green" energy companies and Chinese factories. For this to work, a group of investors front all the money these alt-energy companies need. The companies then strike deals to install their equipment free of charge at Chinese factories with the agreement they will share the monetary benefits of more efficient energy use. The alt-energy companies use those funds to pay back the investors plus interest. Completely brilliant!
